Harness Racing Appeal Panel update

The proclamation of the Harness Racing Appeal Panel paves the way for the hearing of appeals from participants before a three-person panel under the stewardship of Acting Judge Hon Wayne Haylen KC.

Government introduced the Harness Racing Appeal Panel, with the amendments to the Harness Racing Act in June this year. The introduction of the first step panel was petitioned by Harness Racing NSW on the request of industry to the Government.
 “We (HRNSW) had been approached by participants representing differing views with respect to appeals and on investigation, it was considered that a change towards the thoroughbred model would best serve harness racing,” said HRNSW Chief Executive John Dumesny.
“This model will allow multiple appeals to be conducted simultaneously, if resources allow, but still provide for appellants, both licensees and HRNSW, to go further as a second step to the Racing Appeals Tribunal if they believe that is necessary.
“It is important however to note that the first step for an appeal is the newly formed Panel which is headed by the eminent judicial officer Wayne Haylen KC supported by a number of members with impeccable legal backgrounds and a vast knowledge of racing.”
