After taking initial evidence from Mr Locke and viewing the available race day footage Stewards adjourned the inquiry to a date to be fixed. Due to this report on action was taken against Mr Locke other than advising him to drive in a manner that is in the capabilities of his horse.

He stated it was the intentions to race in a forward position if possible and when beginning moderately raced three wide expecting the speed to slacken due to the fast early speed for this grade of horse which would enable him to race outside the leader. When negotiating the turns the gelding had a tendency to hang in which proved difficult to muster enough speed until racing outside the leader at the 750 metres. He further added with BELLE OF BELMONT NZ racing to his outside at the 700 metres he elected hold that runner three wide until his drive yielded ground over the concluding stages. After considering the evidence provided Stewards were of the opinion that his decision to continue working forward had lacked judgement where there was a possibility to obtain a position in the running line at the 1400 metres before working forward if the tempo, but do not believe the drive to be culpable enough to suspend his driver’s licence due to the horse’s racing manners.
